Heavy lifting airships can be a thing, indeed Lockheed Martin's LMH-1 can either have the size of a 737/A320 cabin underneath it, or the space to lift one standardised shipping container. Issue with airships though is the space inefficiency and the god awful slow speed.
The way to explain away fixed wing aircraft not being a thing could be:
The atmosphere is too thin for lift to be generated by a wing.
Fuel is too scarce for an aircarft engine.
The atmosphere is too hot (not enough lift generated).
Basically, in order to make lighter than air transport viable, you need to make heavier than air transport unviable.
