1: like most front racks it's designed to mount on a boss infront of the dropout. Your road bike probably has only a boss behind the dropout for fenders.
The strut, like with many racks, may foul your fork arm crossing over it. You can generally bend it, space it out a bit with washers, and it's fine, but that's inelegent.
Some styles, especially of older racks like the blackburn pic rel are made to mount behind the fork, and don't have to cross over it. They also are designed to be clamped mid-fork if you don't have a boss. The line of holes at the top are to accomodate a large U-bolt. This takes a while to attach and requires shimming to avoid paint damage and it's not as secure, but it is not liable to break.
2: price
i've got a bunch of old lowrider racks for cheap/free and broken a few and broken a few p clamps and hose clamps holding them on and i really do see the point in tubus quality but your alternative might be cheap/free
