Background: Boston's north and south stations currently have no direct rail connection to each other, but a proposal has been made to build a tunnel that connects them. Amtrak would benefit tremendously from this as it would allow direct rail service from DC all the way into Maine and Canada.
IMO the regional benefits would be more of an incentive than the local benefits. Philadelphia successfully completed a similar project a while back.
