Should we just re-gauge everything outside Melbourne to standard? I'd say so, but it's going to be nigh impossible to ever re-gauge the suburban network to standard.
Again with gauge and space problems: You could possibly fit a standard gauge track all the way from Jacana to just before North Melbourne, but there's bugger all room to do anything at North Melbourne unless you want to start a tunnel at the junction before North melbourne - oh wait, City Loop tunnels, Metro tunnel, are in the road, and where do you place the south tunnel portal?
