It took passenger rail out of the hands of people who knew how to actually run it and now the private railroads that used to run them have no incentives to help make improvements on speed, reliability, and infrastructure that would make passenger rail at least less of a drain of money, maybe even profitable.
At least when private companies were running passenger rail, they had their reputations to be concerned about.
