There is not a single metropolitan area in the world that got shafted worse in terms of transit development politics. Ruhr should have a single unified transport authority running actual metro lines and trams in the whole area. Instead, it's an absolute fucking mess of different operators, schedules, municipalities, track and loading gauges, high and low floor vehicles, and all that other nonsense.
Düsseldorf is technically not Ruhr area by the way
