anchor bolts are pretty easy to install, you just need an impact drill to make the holes for them.
Get a used impact drill off facebook (cheap), a cobalt bit, go at night to make the holes, then go back to quickly install.
Spraying stencils on the road would be a less extreme method of tactical urbanism.
A more extreme thing would be installing planter boxes to create a chicane, but you'd need a car/truck to do that.
