That way no expensive tunneling would be needed on the San Francisco side. The line would be constructed right under the freeway for the first part in a cheap cut-and-cover manner, and then at-grade for the final stretch.
Ideally, the San Francisco central subway would have to reach this new station. Another option would be to eventually extend the rail line further into the city, of course much more expensive than extending an already existing subway.
