If you nationalized the rails and infrastructure like our current highway system, you could then lease out lines to different carriers while giving Amtrak the priority.
Each freight carrier is free to use whatever livery and rolling stock they want. So you'd still see different schemes.
Also commuter railroads would still have their own identity.
