I think it could totally be possible that Paul Allen wanted to do something ambitious and change the industry, not just make money (otherwise investors would be all over this). Yeah it will make a little bit back and probably even become self-sustaining, but no way to recoup the development costs. It's not like he bankrolled SpaceShipOne to make money.
