And the worst part is that tourism will centralize even more because without the passes there's no incentive to make side trips unless you really want to go somewhere, and all of the budget alternatives(LCCs, overnight buses and ferries) are point-to-point. Kyoto will get even worse while the countryside will be even more fucked. The only other alternative is an open jaw flight into the country and just buying one way tickets.
