He was doing a bit over 30, passing traffic that was at a standstill. The cyclist wasn't obviously in the right lane, so he isn't completely innocent, but I would say a motorcyclist should drive more defensively, especially around right hooks.
And I should say, you were right that he probably wasn't speeding.
