when the small black lever is lined up with the F molded into the plastic the shifter is in friction mode
while the SIS detents are not engaged
only a corrugated friction plate holds the lever in position against the spring tension applied by the Rear derailleur
use a large flat blade screw driver to very slowly turn the friction screw clockwise to increase the friction
the other side for the FD just has a plastic cap
this can be turned by hand or with an open ended Wrench
or with a strait jaw channel lock if you want to make fine adjustments
