They are super reluctant to build new tracks in the downtown, because it causes all kinds of problems and the benefits due improved operation gives much longer payback times than when construction is coupled with some kind of development. Just one fucking word: Ilmala. It has advanced super slowly because this kind of couplings, first stew was widening of the bridge, the next step is to build track that passes the longer route through western Pasila, this is tied to roadworks of Veturitie, I believe. Only then they'll Extend to ilmala.
This is how they build track in the downtown - 500 meters at the time.
So this is how they also could develop Topeliuksenkatu tram: first moving 1 into north-south route through Töölö, then build Fredrikinkatu, then Topeliuksenkatu and move 2 there, then Topeliuksenkatu phase 2 to Meilahti, which would maybe call finally for a dedicated Töölö north-south line. At this point, 1 could me moved to a new terminus or some other terminus arrangements chould also be done, but the current Tehtaankatu terminus can't handle more than one route. And only then, would in the works since the 90s - Munkkivuori extension be considered.
The case with Fredrikinkatu and Topeliuksenkatu is thet they aren't in dire need of roadworks even, so the construction can't be coupled to those.
