Effectively 1.5 lines of light rail. Some above ground, some below. A small amount of people can commute on the line, but other than that, few use it daily, especially since many jobs and residences intentionally moved into the surrounding counties. I've never had issues using it, but the only three uses for me are:
1. Going to the airport
2. Going downtown
3. Having family pick me up for events if I'm too tired to drive from night shift.
Although limited, the current stations on the Missouri side are sensible enough, considering they had to use pre-existing rail. The stations on the Illinois side past Fairview Heights pretty much only exist as a connection for Scott Air Force Base, and surprisingly rural for light rail (woods, farmland, etc.) . People take those stations to get downtown during games, and that's about it.
But for what it is currently, it isn't that bad, and I'm surprised the city even has it.

On the other hand, the Delmar Loop Trolley was a fucking joke that was pushed through by someone who owned an old trolley and whose intentions were much more romantic than practical. I lived within walking distance of the damned thing and literally went right by one of the stops several times a week, and only saw it running ~5 times. I don't think even think streetcar fans on /n/ could have gave it much love.
