Sometimes you see this kind of thing on a rack which is more adjustable, but in this case it's purely to make it cheaper to ship flatpack. Good racks aren't like this.
It's also designed for a disc bike, with the recessed mounting point. If you have a disc bike this is fine, possibly necessery, even then, better to avoid if you can.
If you don't it's the wrong rack.
The recessed bolts are harder to torque, you can't use a multitool with them, need a long handle allen key, with something else over the other end for more leverage, and if the bolt heads ever strip out, you can't slot them or use vice grips. And this extra beam on the rack makes it flexier.
