Bear in mind, Canada has no cycling infrastructure whatsoever and snow clearing crews are lazy contractors that don't give a shit about cyclists or pedestrians. The plows will push all the snow out of the center lane of the road and dump it all in the bike lanes.
And why Ottawa? It's basically just government offices and pods for the office workers to sleep in.
