Service the headset and find a different spacer, or hacksaw that bit off and file smooth.
Rear can just be a stack of washers.
Your rear brake cable is too short at the front. It should kind of flow up more out of the lever like the front one is. Thankfully, it is also too long at the back. Pull it through so it's like pic related. Consider tying a small piece of sailing twine to loop both brake cables together. Sometimes that looks neat.
