They're not lighter than regular bikes either, so they're not actually more maneuverable. If you wanted to focus on weight you could minmax for $1000 and get something that's WAY lighter.
full size wheels will handle cargo WAY better too.
I'd buy a used bike if you have a decent market. Post local craigslist and height if you want some recs.
Otherwise rigid Marin or Kona is that kinda bike i'd prefer.
for luggage consider just zip tie a big basket on to put bags in. It's much easier than faffing with panniers.
