You can find lighter railcars basically everywhere in the world that isn't the US, because they don't need to be able to withstand a collision from a freight train. Pacers for example are basically a bus on rail bogies. Or you could look at light rail/tram systems, which are pretty much what you're looking for.

That's basically a class 142. They're bus bodyshells mounted on railcars and are absolutely horrible.

I guess they can only really work because of the UK's tighter loading gauge, but the ride quality of fixed axle wheels and fuck all suspension isn't very appealing.
