The tax stamp would be equivalent to the full retail price of the vehicle itself and would be non-transferable. There would be a limited pool of private cage tax stamps allowed for each municipality equivalent to 5% of the adult population, the face value of the tax stamp would be the starting bid and they would be auctioned. The difference between the winning bid price and the face value would be diverted to youth education programs to help steer at-risk individuals away from the temptations of cage cancer.
