if you hold the opposite locknut in a vice while you adjust the cone/locknut it makes it a lot easier to fine tune adjustment.
Otherwise when you're trying to make small changes to the cone tightness you lose them doing up the locknut because the axle turns so it becomes random trial and error.
You'll also find it's actually impossible to find the sweet spot of smooth without play on a department store wheel but fresh grease and new balls and an adjustment does make a marked improvement anyway so if you have to adjust the hub to re-space it it's well worth overhauling it.
