The fees don't help, $20 at least for the Outerbridge, Goethals, George Washington, Verrazzano, Holland, and Lincoln... Now congestion pricing in Manhattan is coming, basically forcing everyone to park in NJ if they are coming from the west and don't want to pay the new toll.
The Hudson is also more like a canyon than a river which makes building crossings very difficult.
Also, demographics is an issue that prevented full integration. Segregation and all.

They even had Ludwig Mies van der Rohe design middle class apartments near the projects in the 1960s to try and get white people to stay in Newark but it didn't work, so they gave up a long time back.
