while some of the older ones are made for road bikes with tires not much more than 28 mm wide
newer versions have been made for tires up to 76 mm wide,
why ?
for the same reason you dont just rip every tire off the rim with your bare hands, and in the same way its a bad idea to use a flat blade screw driver as a tire lever.
the non hinged section has a groove in it that can locate onto the edge of the wheel rim,
while the hinged part has a lip on its end to lift the tires wire bead off of the rim.
such tool is very useful for narrow wheel rims and tires that have a kevlar bead.
