Versus someone in jeans/'normal' clothing or whatever on a beater steel that cost $15 on craigslist, and is just trying to get to work 'like a productive member of society,' so no one can really be mad at them.
That's the intention, OP. Though I suspect you know the difference.
The reason it gets brought up by riders is that the "Cyclist" is brought up as a reason to defund bike lanes "since they're not using them!"
