They don't want to kill anyone, they want to stop the train. Cementing the tracks does that very well for at least a day as crews go and clear it/check the track to make sure it's passable again.
That is not, however, to say it's not a federal crime. They are very much committing a crime by disrupting rail service. But it's sabotage, not terrorism. Different motivations, different aims.
