I got a frame stripped and powdered for like $100. Shop it around. Price varies a lot. Try find a shop that has experience with bicycles.
if you want to do it yourself, use paint stripper. It's a real cunt of a job though. You probably won't even save much considering materials. And your rattlecan finish will be shit and chip off whenever it touches anything.
And it's probably a stupid idea in general. But hey go for it who cares. Pink or orange.
