Theres a lot of middleground between a race oriented road bike and a cruiser. You can have a road-esque bike with high drop handlebars. It's not that the seat is higher than the handlebars though, it's that the handlebars are lower than the seat. Your seat should have the same fixed height based on leg extension and pedalling efficiency, regardless of what style of bike you choose.
You're probably looking at used unless you want to spend over $800, so post your local craigslist or whatever, and height, and i can give you some options if you want.
