The Savannah had trouble being allowed into ports when she was first operating. and this was before Three Mile Island, Chernobyl, and Fukushima. People are not going to trust random merchant nuclear reactors that have almost no oversight sailing into their waters and into the hearts of their major cities. It is just not feasible and it is just not economical.
