We need more like $660 billion, and the message from this is that CA will still have to finance half of CAHSR itself. Of this we get $6 billion for Fresno-Bakersfield and $16 billion for SJ-Fresno. That's $32 billion, just under half the total RR money allotted. Unless CAHSR gets access to the "transit" money (not guaranteed) the whole buildout looks shaky if Democrats can't provide the money for Bakersfield-LA. Though, I'll qualify my opinion by saying that this is just the infrastructure deal and not the STB deal, which is likely to pass as well and commit a similar amount of money (about $547 billion total). Both of the bills need to pass IMO.
