If Rikers was closed yeah it'd be better if LGA also closed since then the future Rikers development wouldn't be literally 100 yards from the flight path of landings and takeoffs lol. In a "moonshot" idea, if both were closed, you could infill the remaining part of the East River to connect the current LGA plot of land to Rikers and have one huge area to develop (pic related).

IF there is a good transit connection it's not so bad having it be further away from the city. JFK could be a bit further if there was a better connection. As it is, it can be over an hour by subway on the E which for tourists with luggage ain't great. The LIRR from Jamaica is usually better comfort for tourists but more expensive and the trains don't run as often, but it's still possible.
