One thing that really helps keep my face warm while walking around in the cold is a jacket hood. I think it somehow creates back pressure / turbulence that reduces the speed of the air flowing past your face.
I'm not sure what would be the best way to replicate that effect for cycling. Even without a helmet it would block your peripheral vision and restrict head movement.
Maybe a fur piece that attaches to helmet and chin straps would replicate the effect.
