It isn't just high-speed rail, but rather the other transit options that feed into the system. America's cities used to be people-centric and concentrated on moving people, rather than moving automobiles. The guy in the video is correct that the automobile was already popular during that era, and the reason trolley lines and some transit lines fell down was due to natural competition. GM did play a major role in destroying much of America's transit, it seems we have reached a point where the damage can be repaired.
By no stretch am I implying that we should outlaw all cars and the government should fund rail transit in the same way it did automobiles and airlines, but equal competition should be allowed. Bikes, cars, trains, trolleys, buses, LRT should all be options in any major city to all major destinations, with HSR acting as steel highways towards other nearby cities in the same region.
