Some filed complains against them, claim they are damaging the safety of other citizens.
Police then take actions and find out some people who are riding kick scooter on bike path at 10pm, and then they proceed to arrest them.
After investigation, the police department found out that they have committed multiple offenses by using those electric kick scooter, includes:
- Driving an unlicensed vehicle
- Driving a motorbike without protection helmet
- Driving without carrying a driver license
- Driving without third party liability insurance.
According to government explanation, because ebike, electric assisted bike, moped, electric scooter, electric kick scooter, electric unicycle and all other electric tool utilize non-human power source to move, so they are legally defined as a "car". However they are not adopted to be drive on a road so the government will not issue license for them. Those who committed the offense of driving an unlicensed vehicle for the first time can be jailed for up to 9 months. Driving without license for the first time can be jailed for up to 3 months. Those who drive a car without liability insurance can be jailed for up to 12 months. Driving a motorbike without helmet can be jailed for 3 months.
