For heavier stuff, high and back is the most unstable position to place weight and if something falls off, there's less chance of noticing but if it's your only place and can't figure out a different setup, it'll work.

Front racks have problems too, they're generally stable until you initiate a turn and their slow response with heavy loads causes instability. Rear racks are the opposite IMO, they initiate turns too easily but are unstable when trying to straighten out causing them to whip the bike or even low side in extreme cases.
