The difference is that Taiwanese military has a vested interest in doing their job. Most NYpigs live outside NYC and are just doing it for the generous pension so they can flex on their suburban neighbors with a leased maserati SUV. In fact the worse they are at their jobs the more the NY Post reading mouth breathers in SI will screech for ever more extreme police gear and more impunity to run over, beat, strangle, kidnap, rape, and murder New Yorkers.
