This is important to avoid war because taking in refugees could be a viable alternative to fighting a proxy war, if the refugees would have high standards of living & autonomy.
This would also require the opening of new frontiers to act as a release valve on population density. Humans only currently inhabit less than 1% of Earth's crust. There are many creative ways of negotiating property rights vertically, like condominiums. Furthermore the ocean is so vast and so few people inhabit it. Many cities are expanding into the ocean.
Another point to consider is that the refugees are being taken in as a commitment to the European Union. The EU provides services and benefits to all its members so in that way the refugees are paid for by mutual support of the union. Localized nation states are having problems as a result of belonging to a larger homogenizing central authority.
The same problem arises with people sick, or unable to take care of themselves without property claims. The managerial class benefits from high living costs as it requires finer control to execute successfully.
