key here is: you don't say if this is how the bike has always been since your ownership or if it started doing this after you've had it. if it used to work, then it's probably cable frozen in the housing/frozen mechanisms. quit leaving your bike in the rain.
If it always did this, whoever set the bike up might have fucked up the limit screw or the cable length.
