I think regional trains are limited to 160km/h anyway as part of some sort of safety thing, though I don't know a lot about that.
DB does however run specialised rolling stock on the München-Nürnburg Express, which goes via Ingolstadt. This RE runs on the Ingolstadt-Nürnburg high speed line, which has a Vmax of 320km/h. Since most of the ICE trains on that line will be doing their top speed and not 320km/h (since only the ICE 3 and Velaro D can do that), DB still wanted to use the line. Their solution was initally to take Baureihe 101 locomotives and refurbished IC carriages, change their interior for RE services and paint them red. The RE train still uses the fixed RE fares and is covered by some tarif zones.
