my practice is to not inflate tires to their maximum pressure, as this puts more stress on the rim tape and the side walls of the outer tube, in addition to this increased ground pressure makes punctures more likely
on most bikes the rear tire takes the most weight, however the front tire is momentarily subjected to heavy loads from either braking or rough surfaces
so rather than bother to weigh both ends of the bike just stand on a kitchen scale and pick the bike up off the ground, take the total weight and divide it by two then apply that weight to both wheels evenly in terms of tire pressure
if your going to be loading a bike with lots of luggage it might be worth it to corner weigh a bike
easiest way is to use two bathroom scales, the mechanical ones are cheep and easy to calibrate
