Are you a student? How about joining a bunch of clubs of interest in your local university / college and making friends there?
Are you religious? What about exploring religion and making religious friends?
Look at 'things happening in (city name).' on websites like craiglist and your city's reddit. You'll find things like trivia night, boardgame night, and activities meant to bring people together.
Do you work? How about chatting up some more people at work and getting a bit closer?
The beauty of it all is that you already have groups of likeminded people (work, school, religion, gym, etc)
What are you doing now? What have you done today? Are you getting any closer to your goals?
If all you did today was NEET around and play vidya, then no shit you're not getting any results. Unless you generally don't care about wether your friends are virtual or not, then just hit up some CS servers or communities and make some friends.
Statistically speaking, people radiate around attractive people. People who are attractive are more likely to get lesser prison sentences, better promotions, etc.
Instead of NEETING around, look up nutrition plans, read up on blogs about social skills and shit, go to the gym, etc.
It's easier said than done, no one is doubting that, but it's important to start one step at a time.
