In the past decade or so, NYC commuters have moved further from NYC, so counties historically and culturally associated with one metro are being absorbed into the humongous NYC metro area.
Toms River is generally also considered the dividing line between North/Central and South Jersey, with North/Central Jersey associated with NYC and South Jersey associated with Philadelphia. Just pointing out that if NJ ever split up, I'd imagine Mercer to align with the Philly-dominant part of NJ and Ocean County split in two.
