that's a very low end bike.
You can tell because of the claw adapter holding the cheap rear derailer on, the chainguard, the stem shifters, the suicide levers with the second brake extensions, the very cheap 2 piece seatpost, the schrader valves, it likely has 27" wheels, and the fork crown looks very cheap, brutish stem, almost definately cheap gaspipe tubing.
A pretty low end bike, albeit very clean. It's like a nice shit bike.
Pic related is a shit nice bike, much much better, all round higher quality. See it has brake levers with rubber hoods, downtube shifters, a nice modern rear derailer that threads into a boss on the frame, sloping fork crown,
I mean they'd be worth 50 or 80 respectively in bad condition but done up real nice like they are, 200 is not a bad buy, i say go for the schwinn.
If another there catches your fancy, look for rubber brake hoods, downtube shifters, a derailer that threads into a hanger on the frame and 700c tires.
Just side by side up close or test riding the difference should be very apparent.
