This will likely be the main option, though I can see a lot of things being changed and optimised for the harsh lunar regolith. Rubber tyres are a no-go for lunar vehicles since the regolith will likely puncture it nearly instantly. Solid rubber will also not be an option, for the regolith and for the harsh UV light which will likely lead to the rubber decomosing.
The other option, which will be far, far off in the future, could be the use of TBMs and small transit systems between various underground lunar bases. We will need to build underground for the natural radiation shielding anyway, so why not bore tunnels?
