I wouldn't obsess too much about having cage bosses. It's a trendy bike packing thing that won't overlap much with running rim brakes. Clamping a cage on a steel fork with hose clamps is trivially simple and reliable. Plus if you're touring I would strongly suggest lowriders or a full size front rack instead anyway.
That is not the case for mounting racks. Not having rack mounts is extremely annoying, so you atleast want the fork end and midfork ones.
Also, ' 28" ' is the exact same as 29", and 700c. Mostly you will find the 700c designation used for the forks you're looking at. Many of which will still fit quite wide tires.
And I suspect like 99% of people who ask this question you forget to mention 'and costs less than $50' in which case i'll remind you to just make something used work. If you're the 0.0001% who doesn't care if it costs more then a good framebuilder will supply a fork with any autistic desires and might have something sort of of the shelf for you, for like, 350-500
