also cycling at speed is in many ways easier and more stable than cycling slowly
I almost think more problems occur with inexperienced cyclists attempting to do low speed manuevers
also someone with a motor assist is going to be more willing to slow right down around pedestrians, because it's easier for them to accelerate again
