If not, well that's kind of overreaching by the cop, but if an angry cop tells you to do something as simple as putting your feet down, you should probably do so. While you may get an excuse for suing the city (not as easy to get money from the cheapest institution in the world as most people think), you're gonna have a few hours of bad time.
