Arguably, the QNGR will be the last train designed in Australia (Milton, behind the XXXX Brewery). The team was predominantly aussie suplemented by europeans (and a few indian drafters). HCMT is 'designed in Australia' by a crew of Chinese at 567 Collins street (oh, and their white australian Downer strawmen colleagues to fill the local content quotas).
If Victoria wants a genuinely (mostly) Australian design train then the next gen trams and country trains should go to Bombardier. They will instead, on price, I believe go to CAF.
