That's true. East Germany still has a handful of comfy tiny-ass tram networks in towns such as Naumburg (32 000 inhabitants), Halberstadt (pic related; 43 000 inhabitants), Gotha and Nordhausen (similar in size). They survived the rise of cars because of gommunism. Even after the reunification, they still run to this day.

Advantages:

Pic related is a tram in Halberstad/Halwerstidde, Germany. East Germany kept most tram systems in place that would have been dismantled under Western rule. Halberstadt currently has 43 000 inhabitants, 2 tram lines, and 16 km of tracks. The trams run every 15 minutes during the day.
