If they tracks still existed? Sure, it would make great sense. Here in Toronto we have 11 streetcar routes (and lots of old track either used for non-revenue service or sit abandoned) and they make up a very important backbone of the inner city transit system, funnelling people to and from subway and commuter rail stations and bus lines but the only reason we can say that is because we kept the tracks in place. If they didn't, nobody would think about investing the money into replacing them.
